Addiction Connections Resource is a community-based, nonprofit organization serving individuals and their families suffering from Substance Abuse Disorder in Harford County.

Community Outreach and Awareness

ACR recognizes that the stigma surrounding Substance Use Disorder and the most effective ways of addressing the opioid and drug crisis require an intense public awareness program.

ACR collaborates with the Harford County Office of Drug Control Policy, the Harford County Health Department, the University of Maryland Upper Chesapeake Health, state and local elected officials, a wide range of treatment providers, and advocacy groups in Maryland and beyond.

ACR engages in research to better understand Substance Use Disorder trends in the community and to evaluate the effectiveness of its programs. This data helps tailor their services to meet the specific needs of the community.

ACR hosts community events that raise awareness and offer hope.

Referral and Resources


Our approach at Addiction Connections Resource (ACR) ensures seamless transitions between treatment levels, expert case management to guide individuals through their recovery journey, and the power of peer support through groups and mentoring. Additionally, we identify barriers to recovery and focus on reducing them to provide each individual with the opportunity to find help. We begin by identifying “gray zone” participants—those who may not qualify for state-funded treatment programs but cannot afford private treatment. These individuals often have significant unmet needs and require tailored support. At ACR, we provide patient-centered care, offering special attention to those at risk due to substance use disorder, lack of support systems, or financial instability, ensuring that the most vulnerable members of the community receive timely and effective care. We also seek additional funding sources, such as grants, donations, and community fundraising efforts, to provide financial assistance or scholarships for treatment, bridging the gap for participants who still cannot afford the negotiated rates. Beyond negotiating treatment costs, ACR offers comprehensive support, including case management, transportation to treatment facilities, follow-up care, and integration into support groups, ensuring participants can sustain their recovery journey. We maintain transparency with participants regarding treatment costs and available financial assistance. We also ensure accountability with treatment providers, aiming to uphold the best interests of the patient.
